CSPN and Sport England Welcome Performance Framework Project

“Performance management is not designed to prove but to improve”.

With this in mind, Sport England and the CSP Network have worked together to create a new ‘performance management and improvement framework (PMIF)’. The framework is designed to provide an objective, transparent and proportionate reflection of CSP performance and create a learning environment which will support the delivery of the objectives contained in the Towards an Active Nation’ strategy.

At the heart of the framework is a new Sport England - CSP relationship which emphasises collaboration, open dialogue and learning and improvement.

The framework is based on industry research, and includes 4 key stages:

  • Self-assessment – promoting self-awareness and ownership of improvement activity across the whole team and board.
  • Quest 2-day external assessment – led by trained independent assessors acting as critical friends, the external assessment will check and challenge the CSP against 5 modules specifically designed for CSPs focusing on organisational effectiveness and impact, and will lead to a bespoke improvement plan.
  • A round table meeting will then follow chaired by Sport England and involving key CSP staff, board members and stakeholders to discuss CSP improvement and forward planning aligned to the CSP context, performance and priorities. A bespoke support package will be put in place based on the outcome of the round table meeting and the CSPN national team will play a key role in supporting CSPs with improvement activity.
  • Contact between Sport England and the CSP will vary according to the needs of the CSP, however, an official Quest Directional Review will take place 12 months after the 2-day external assessment designed to check progress. The framework is then repeated on an annual cycle.

Other key features include:

  • Opportunities for peer support throughout the process.
  • 5 modules specifically designed for CSPs linked to their Sport England Primary Role - collaborative leadership, understanding place and people, partnerships and brokering, people and team development and continuous improvement.
  • Performance metrics and narrative will be shared on an online platform for learning and benchmarking purposes.
  • Involvement and input from key partners throughout the process.
  • An integrated approach combining all Sport England investments into CSPs

“The new PMIF marks a watershed in the way that CSPs are performance managed, providing a progressive approach with continuous improvement at its core, and underpinned by a more collaborative relationship with Sport England. The Framework will provide an objective reflection of CSP performance linked to local context and priorities and will drive a bespoke support package based on the needs of each CSP. The framework forms an important element of our ‘Raising the Bar’ improvement work, and will help us stretch, continually raise standards and maximise the impact we have in our communities”.

Doug Patterson, Chair, County Sports Partnership Network

“I am delighted to endorse this new, single performance management and improvement framework for CSPs which has a clear line of sight to the recommendations of the Independent Appraisal of CSPs carried out in 2016 by Andy Reed. It is the result of a comprehensive process undertaken jointly by Sport England and CSPN with the support of valued colleagues at Right Directions. It has been very much shaped by CSPs and their partners particularly local authorities. This new framework underpins Sport England’s new relationship with CSPs and I hope it will help facilitate a much better understanding of the collective challenges and opportunities we face to achieve a more active nation. The PMIF also compliments many of the key themes in our new ‘Professional Workforce Strategy’ especially around insight-led, continuous improvement, collaborative leadership and customer focus.”

New Season for Andy

New Season for Andy

There are seasons to life I believe. Well it certainly feels like that as I start September 2018.

A  number of Sport Board positions come to their natural end after several years of voluntary service - The Sport & Recreation Alliance , Special Olympic and CIMSPA . I want to thank everybody who has helped and supported me during the last 8 years since leaving Parliament (losing the election!) and welcoming me into the world of sport.

It has been another fascinating learning curve working with a sector I have  passion for and trying to bring a fresh perspective and influence practise and policy. I will continue to do this but in different ways over the next 'season', mainly through The Sports Think Tank  and through SAJEIMPACT LTD where I have generated a series of partnerships to bring the best people I have worked with to the sector - like  David Slemen Sport:80 Services Limited . As always Loughborough University Loughborough University London will play a large part of what I do.

I will announce a few new NED positions too over the coming weeks.

I have always had a passion for my home county so I will be doing more economic growth work in Leicestershire through the LLEP too

Here is to the new season. Even if that includes retiring formally from Birstall RFC!

Andy said

“Saje Impact continues to go from strength to strength as we find new clients and partners coming to us for help. We will always remain small and bespoke but we still remain open to speaking to anybody who we think enhances life and makes a positive impact on society about how we might work together”

Supporting Rugby League

Sajeimpact Director Andy Reed may be better known for his Rugby Union passion but he has always shown great support to Rugby League both in Parliament at the Sport and Recreation Alliance and through Sajeimpact work

This weekend saw him pull on his boots for the Political Animals Rugby League side at London Skolars on Friday afternoon and once again support the work of the RFL at The Challenge Cup Final at Wembley.

Andy said “I’ve felt strongly for the last 20 off years that the two codes of rugby have so much to offer working together despite their history! I joined the Rugby League APG and have always done as much as I can to help and promote both codes in all my various roles over the years. I love supporting and watching Rugby League.

“With another home World Cup in 2021 I hope to work more closely with the RFL and share some of my experiences of legacy programmes for major events through the 2012 Olympics and England2015 campaigns.

“I was really pleased to see the underdogs win yesterday at Wembley despite cheering on Warrington. My first ever live game was watching Warrington in 1986 when I lived in Chester so I’ve always kept an eye on their results.

”More impressively was the commitment shown by the RFL team for the inclusion agenda and I love the idea that as Ralph Rimmer the new CEO said - 'We want to win all the World Cups in 2021! It was great to see my long time political friend Andy Burnham and Lyndsey Hoyle as well as meet new friends as always at a sports event.

The work Adam Hills has been doing to promote disability rugby League was a particular highlight! As a big fan of the Last Leg I had seen Adam promoting Rugby League and his enthusiasm just spilled over again at Wembley.

I look forward to continuing to promote the game in whatever capacity I can.

Following a competitive process Sajeimpact partnered with Right Directions to co create the Framework with CSPN and Sport England. The new Framework will form the basis of the creating a new way of working across the network on performance management and Improvement.

Andy Reed Said

"Following my CSP review for government in 2016 I was clear that the report was only the start of a long journey to repurpose CSPs in light of the new Sport England Strategy and to create a new relationship with Sport England. The performance Framework hopefully captures some of the changes needed in leadership and collaboration needed to deliver genuine local change in the sport and  physical activity landscape. I look forward to working with CSPs as they move forward into this new environment."

Scunthorpe United Stadium Plans Submitted

Scunthorpe United Stadium Plans Submitted

Scunthorpe United Football Club have submitted plans for a new stadium at its Glanford Park ground.

Sajeimpact are working with SUFC on the development and sustainability of the stadium at Glanford Park.

The new stadium will improve the matchday experience, create new commercial space to enhance its financial viability and support the League One club's development into the future.

The current ground was built in 1988 and at the time was only the second new English Football League stadium to be built post-war. It will be a first for any Club to have developed and played in three purpose-built stadia.

Chairman Peter Swann stated: "I am delighted to announce that we have submitted our exciting plans for the new stadium. Glanford Park is not that old and has served us well, but it's essential that we develop new income streams to support the future development of the Club and to improve facilities for fans and players alike."

The stadium will host an 11,000-capacity arena that will also create a venue for concerts and conferences, and provide new restaurant and leisure facilities. The arena will also provide up to 100,000 square feet of commercial space.

The Glanford Park stadium will be demolished and rebuilt stand-by-stand over the next few seasons to enable the Club to continue to play matches during the development. New cantilever style stands will ensure unrestricted views onto the pitch and will include improved seating and new eating and drinking facilities.

The Club will commence construction of the new stadium subject to a planning decision expected in the Autumn. The East Stand will be the first to be constructed to provide the commercial space required for health-related uses. The Club have also submitted a planning application for residential apartments on the Glanford Park site.
